OPPI Secretariat had sent a detailed mail to you on 13th November 2025 giving there in the background for the cancelation of the above mentioned Quality Control Orders.
In our communications to the Department of Chemicals & Petrochemicals we had humbly submitted that BIS Standards should be made mandatory first for the Plastic Finished Products which are being imported in huge quantities and that too of inferior quality.
We support mandatory BIS on Plastic Finished Goods. The huge number of Plastic Products are spread over various Chapters like 39, 42, 48, 71, 90, 91, 94, 95 and Chapter 96. Therefore our humble submission once again is that BIS can be applied on plastics finished products before applying on Polymers. This submission is being made keeping in view the national priorities.
To fulfill dream of Atmanirbhar Bharat, It is necessary to focus on Plastic Finished Products, where value addition and job creation are larger.

I hope that the OPPI members, who visited K-2025 in Dusseldorf had a successful and beneficial visit. K-2025 brought the plastics industry’s biggest innovations under the same roof, and it was a joy to see everyone come together. Tederic Machinery, for instance, has launched the new electro-hydraulic INNOVA injection moulding machine series, featuring an efficient plasticizing system and a specially designed screw.
The world of extrusion has welcomed EREMA’s VOLEX technology, opening up new possibilities in post-consumer recycling. The company’s customers can access new applications where they can use higher proportions of recycled pellets in new products.
In case, OPPI Members, who could not visit K-2025 due to some reasons but require details regarding certain Raw Materials/ Products/ Machinery can obtain the same from OPPI Secretariat. You may mail to secretarygeneral@oppindia.org

The announcement made by the Hon’ble Prime Minister regarding GST Reforms on 15th August 2025 created big hopes regarding benefit to the Plastic Processing Industry. However, the recent rationalization of GST saw several categories reduced from 12% to 5%. However, those under the 18% slab-Plastic Products -were left unchanged. This selective relief has widened the gap further, inadvertently favoring luxury and animal-based products over eco-friendly, mass-consumed essentials.
We have made Representations to the Finance Minister and GST Council Members inviting their attention to the fact that the GST applicable to Porcelain, Bone China and other ceramics is 5%. This disparity is difficult to justify, as all these products serve the same purpose in households across India. It seems inequitable that such high-end products are taxed at only 5%, while mass-market daily-use products like Plastic Articles-affordable to the common household – are burdened at 18%.
We have requested the GST Council to consider our following suggestions:-
- Reducing GST on Plastic wares from 18% to 5%, at par with porcelain and bone china.
- Correcting this anomaly so that sustainable and commonly used household
products are not placed at a disadvantage.
Our efforts to reduce GST on Plastic goods from 18% to 5% are going on.
We have also represented to Hon’ble Minister of Commerce and Industry requesting for relief to Indian Plastic Processors affected by US Tariff Trade Policies. The representations received from OPPI members have been sent to department of Chemicals and Petrochemicals to seek relief from the Finance Ministry and Commerce Ministry. Our efforts are being continued. Commerce and Industry Minister Shri Piyush Goyal is likely to visit the US in the next few days.
Organization of Plastics Processors of India was given discounted codes for K 2025 entry tickets by Messe Düsseldorf for distributing the same to Indian Plastic Fraternity. We supplied more than 130 discounted codes to the persons, who will be going for K2025.

The Trump Administration has imposed a reciprocal tariff of 25% on certain import goods from India starting August 7th, 2025. In addition, an ad valorem duty of 25% has also been imposed with effect from August 27th, 2025.
The United States was a primary market for Indian Plastic Exports during the period – April 2024 to March 2025.
The US accounted for the largest share of India’s plastic exports in FY 2022-23 (the latest year for which specific destination data is cited) totaling US$ 2.31 billion, representing 19.37% of the total exports. While this is a decrease from the previous year, the US continues to be a crucial destination.
Overall, the period of April 2024 to March 2025 witnessed a significant increase in India’s overall plastic exports, driven by growth in various product segments and continued demand from major international markets like the USA.
OPPI has represented to Shri. Piyush Goyal, Minister for Commerce and Industry regarding the adverse impact of tariffs imposed by the USA. On the 79th Independence Day, Hon’ble Prime Minister Shri Narendra Modi emphasized GST as an important reform. He called for new GST reforms, some of which are listed below Three Pillars of GST Reforms 2025:
Pillar 1: Structural Reforms:
- Inverted duty structure correction
- Resolving classification issues
- Stability & predictability
Pillar 2: Rate Rationalization:
- Lower taxes on essentials &aspirational goods:
- Reduction of GST slabs
- Compensation Cess
Pillar 3: Ease of Living:
- Registration: Smooth, tech-based, and time-bound, especially for MSMEs and startups.
- Return: Pre-filled GST returns to cut manual work and mismatches.
- Refund: Quicker, automated GST refunds for exporters and inverted duty cases.
The simplification of India’s goods and services tax (GST) structure took a significant step forward with the group of ministers (GoM) on rate rationalisation unanimously accepting the Centre’s proposal to move to a two slab structure of 5% and 18% with a special 40% levy for sin goods, paving the way for next-generation reforms in the country’s eight-year-old indirect tax regime. The GST council, the apex decision-making body for the tax, could meet in the first week of September instead of the second half as planned earlier, to ensure early implementation of the reform in time for Diwali.

Since I took over as the OPPI President, I have been exhorting all OPPI members to concentrate and push the exports of their products all overthe Globe.
The Electronic and Print Media have been flashing the news- ‘India and UK starts a new chapter with FTA. India and the UK signed a Comprehensive Economic and Trade Agreement (CETA) with the aim of doubling imports and exports to more than $100 billion by 2030 from $56 billion now, marking the first of several key accords the government expects to reach amid global upheaval sparked by US President Donald Trump’s tariffs. Next up is likely a bilateral trade agreement with the US; both sides are said to be close to a pact. The accord will require the British parliament’s approval before it can take effect, a process that may take about a year.
India’s gains from the India-UK FTA are as given below:-
- Nil duty on 99% of Indian goods; single window clearance.
- Medical devices and toys to go duty free.
- FTA can boost investments into India by MNCs pursuing away from China, apart from encouraging domestic firms to add capacity.
The Export Promotion Mission, announced in the Union Budget 2025-26, is driven jointly by the Ministries of Commerce and Industry, Ministry of Micro, Small and Medium Enterprises, and Ministry of Finance to enhance export competitiveness by facilitating improved access to export credit, enabling cross-border factoring, and assisting MSMEs in addressing non-tariff barriers in global markets. Department of Commerce is the lead department for the Mission.
As informed to you earlier ‘Conferences on Boost India’s Export of Plastic finished goods by 4X in 3 Years’ was held on 17th July 2025 in New Delhi. Many professionals in export and Joint Secretary (Petrochemicals) attended the conference. The next conference is scheduled on 22nd August 2023 in Ahmedabad. The conference in Mumbai will be held on 24th Sept 2025. OPPI members should seize these opportunities.
